Why is there a letter signed by JFK at the Mothman Museum in Point Pleasant?

I am doing a report on Mothman for my independent study project in class. I have done lots of research, just as much as possible! But I haven’t yet made my trip to the museum and am wondering why there is a letter signed by John F. Kennedy! Can anyone tell me?
It’s actually Robert F. Kennedy! My bad.

It must have been a ‘consolation/we will help you’ thing the government sent after the silver bridge collapsed.
