He is a pre-order download only (PS3 and 360 exclusive). You can only get him if you pre-ordered the game from Gamestop, EBGames, Planet X, in the US… or GAME outside of the US.
Some SMALL Gamestop branches may still have copies with the download code in it. But other than that, I highly doubt you’re going to find him.
